01 / SUMMARY
Experience shaped by operations, training, and technology.
Richard Daniel Roman Jr. is a law-enforcement, security, and investigative-technology professional with more than 20 years of experience supporting tactical and investigative organizations. His background includes 18 years in domestic law enforcement as well as training, mentoring, and capability development with partner-nation personnel across more than 20 countries.
Since joining Makwa Global Solutions LLC in January 2023, Richard has served as a Mentor (Crisis Response Team) in Bangladesh and the Philippines and as an Investigation Mentor in Pakistan. He is currently working in the Philippines, supporting crisis-response capability development, training, leadership, and operational readiness.
As founder of ROOT Dev Labs, Richard brings an operator's perspective to practical software development. After working inside fragmented investigative workflows, he began using AI-assisted development to build clearer, more secure approaches to lawful public-data research, case organization, evidence-aware processes, and professional reporting.
02 / WHY ROOT DEV LABS
Built from operational experience.
ROOT Dev Labs began as an off-hours founder project shaped by a recurring operational problem: investigators and analysts often work across fragmented tools, manual research, and inconsistent reporting.
Richard founded ROOT Dev Labs to develop practical software for lawful public-data research, secure case organization, AI-assisted analysis, evidence-aware workflows, and professional reporting. The name “ROOT” reflects the company’s approach—start with sound fundamentals, then build upward with precision, security, and purpose.
Richard uses AI-assisted workflows to help his team prepare reports, documents, and structured data more efficiently. Work that previously required hours of manual entry can often be completed in minutes while remaining subject to human review for accuracy and professional judgment. In one recent example, he created and completed two structured Excel registers for a colleague in less than four minutes—a task that otherwise would have required hours of manual transcription.
The primary ROOT Dev Labs application repository remains private while the platform is under active development. Public materials describe the platform’s purpose and development approach without exposing proprietary source code, sensitive configurations, credentials, or operational data.
That work is informed by Richard’s operational experience and supported by selected professional credentials:
